TOKYO — Roughly three decades since Japanese electoral reform that ushered in single-seat districts, the country still lacks a political system that allows young politicians to attain positions of power, according to Tobias Harris, founder of political consultancy firm Japan Foresight.

A sense of looking to the future is missing in Japanese politics, Harris told Nikkei in a recent interview.
