OSAKA — Over the last two years, Hironori Momose has watched the reshaping of Osaka’s skyline from his office overlooking the north end of the city’s main train station.

A former rail yard is now home to skyscraper offices and condominiums. At the far side of the station, new towers house high-end department stores and hotels including Japan’s first Waldorf Astoria.
