WASHINGTON — In negotiations with trading partners over President Donald Trump’s tariffs, the U.S. is first focusing on reaching initial agreements on the scope of talks, letting the administration notch results without needing to wait for actual measures to further open markets.
The idea is to make the process more efficient by following a set pattern as talks proceed simultaneously with 15-plus countries, including Japan, India and South Korea.
