FRANKFURT, Germany — In the newest factory in Frankfurt’s century-old Hochst industrial park, the last layer of floor coating has finally dried. Brand-new equipment in the Vulcan Energy plant stands ready to process the lithium that the company is mining in depths of up to 4 kilometers in the Upper Rhine Rift Valley in Germany’s southwest.

Vulcan Energy is the European Union’s face of resistance.
