TAIPEI/LA ROCHELLE, France — Belgian chemical maker Solvay is launching the European Union’s first plant for the production of rare earth elements as part of the bloc’s efforts to reach 30% self-sufficiency in these critical materials by 2030.

The launch comes just days after China tightened export controls on certain rare earths in response to U.S. President Donald Trump’s “reciprocal” tariffs.
