NEW YORK — The Trump administration has been sued by a dozen states over the “reciprocal” tariffs it levied against scores of countries, setting the stage for an intriguing debate.
The plaintiffs seek to block the tariffs from being enforced. They argue in a suit filed last month at the Court of International Trade in New York that only Congress has the authority to impose tariffs and the actions taken by the administration are illegal.
